English as we know that the International language nowadays. In Malaysia, its become the second language after nation language(Bahasa Malaysia).
Basically, learning English as the second language have stated in Curriculum of Education by the Ministry of Education. All students in primary and secondary school needs to learn and master four language skills which are listening, speaking, reading and writing skills.
